Special audit on two more suspected anomalous deals sought
FOR CCTV, GARBAGE HAUL CONTRACTS
DAGUPAN City Mayor Belen Fernandez again sought special audit on two suspected anomalous transactions of the past Lim administration that resulted in loss of millions in funds.
In her two separate letters to City Auditor Michael Basa, the first dated December 12, 2022 cited the contract for the purchase and installation of Closed Circuit Television (CCTV) cameras worth P15,794,043.57 while the second dated December 16, 2022 cited the P30,600,000 contract for garbage hauling services with Roadtech Construction Inc,.
In a news conference on December 21, Fernandez said the CCTV contract was awarded to supplier, Lot 9 General Merchandise, “that is not even engaged in the business,” and the installation of the CCTVs was done by a city government personnel in the name of one “Mr. Uson”, not by the supplier.
Worse, the mayor said most of the CCTVs meant to enhance security surveillance, traffic management and emergency response, installed on June of 2022 were found malfunctioning because the installation by “Mr. Uson” was haphazard. Consequently, the warranty could not be served.
Fernandez said she wrote Robert Christopher Erfe-Mejia, a consultant, and a “Ervizone Festejo’, they who signed for the received the CCTV units on May 31, 2022 to explain within five days from receipt of the letter “why no specifications and other details were indicated in the Property Acknowledgement Receipt “when you received such items”.
The mayor said she noted that both the disbursement and the property acknowledgement receipt did not show how many (CCTVs) were delivered and no specifications about the units were provided.
Fernandez also wrote Maria Fatima Siapno of Lot 9 General Merchandize, the supplier /contractor for the CCTV units, on December 19, 2022, to explain why she received full payment for the CCTV units on June 10, 2022 even before the installation of the delivered units in the barangays was finished.
On the contracted garbage hauling services by Roadtech Construction Inc., Mayor cited the Purchase Order dated December 8, 2020 in the amount of P30,600,000 with Check No. 832848 dated February 19, 2021. It was received by a “Clarence Chester Surop” of Urdaneta Waste Management on February 22, 2021.
Corollary to this letter, Fernandez also wrote Alan Dale Zarate, the Bids and Awards Committee chairman from 2020 to 2022 to present more details about the city government’s contract with Roadtech. (Leonardo Micua)
