THE majority crossed party line when they joined the minority in passing a resolution conveying “the profound and deep sadness of the people of Dagupan City” on the passing of  former President Fidel V. Ramos.

The resolution authored by Councilor Dennis Canto and co-authored by all the councilors, cited the sterling performance of President Ramos as the 12th president of the country from 1992 to 1998 and his achievements as a decorated soldier who saw action during the Korean War and led the Philippine Civic Action Group in Vietnam.

Born in Lingayen town on March 18, 1928,  Ramos died at the Makati Medical Center on July 31 at age 94.

The resolution described FVR the driving force behind the renewed investor confidence in the Philippines, under whose leadership was recognized as the emerging “tiger economy” through his flagship liberalization program “Philippines 2000”.

The economic reforms instituted during the Ramos administration enabled the Philippines to experience growth rates up to nine percent annually and enjoy annual budget surplus, the resolution added.

Ramos, then defense secretary and head of the Office of Civil Defense, was cited as the first national official who responded and extended rescue, relief and rehabilitation to the city the day after Dagupan was hit and flattened by a massive earthquake of 7.6 magnitude on July 16, 1990.

“The City of Dagupan is one in conveying its deep condolences to former First Lady Amelita “Ming” Ramos, her children Angelita Ramos-Jones, Carolina Ramos-Sembrano, Cristina Ramos-Jalasco, and Gloria Ramos, his friends and the entire Filipino people in mourning the death of a great statesman and kabaleyan,” the resolution reads.
