ISANG malusog na pagbati sa Bonuan Boquig National High School (BBNHS)! You all made us proud, hindi lang Dagupan, kundi buong Pilipinas when you bagged the top prize as World’s Best School for Environmental Action! It’s a feat no other school in our country ever achieved in the past!
Dahil dito, you placed your school, the city of Dagupan City at ang Philippines sa world map. And the world adulation you are enjoying is timely because you bagged this award habang the city is celebrating its 75th Diamond Jubilee. What a great coincidence!
Our congratulations sa inyong principal na si Ginoong Renato Santillan, teachers and staff of BBNHS and students, kay Ms. Linda Ventanilla ng DepEd as project leader, the Bonuan Boquig community led by Baragay Kapitan Joseph Maramba, DENR, DA at iba pa.
Lahat tumulong para ang project “Ilog ko, Aroen ko”- Adopt a River, ay makuha ang karangalang T4 best school environmental action sa buong mundo at makamit ang premyong 50,000 U.S. dollars.
Sino ang mag-aakalang you can beat the best of the best schools in the whole world in caring for our environment? Tinalo ninyo ang sikat na International School of Zug sa Luzern, Switzerland; at Green School sa Bali, Indonesia sa pamamagitan ng pagtatanim ng thousands of mangrove propagules sa ating mga coastal areas, at mga ilog over the years to stop soil erosion.
You may not know it but nakatulong nang malaki ang inyong nagawa to protect our fishing industry, ang pangunahing kabuhayan ng mga Dagupeños!
Masaya ngang naghintay ang libo-libong mamamayan sa People’s Astrodome last Wednesday afternoon sa results of the finals of the competition brought to us via livestream from London.
And when BBNHS was announced as the winner, there were wild cheers and jubilation hailing you for achieving this feat . Thank you BBNHS.
As the role model in school environmental action, dapat lang na ibahagi ninyo ang inyong best practices sa buong Pilipinas at sa buong mundo. We are looking forward to this.
Congratulations muli, BBNHS for that well-deserved international award!

Tunglol naman sa scholarship program, tinatanong ng ilan sa ating city councilors kung bakit daw delayed ang ating pagbibigay ng ating financial grant sa ating scholars. Ang ating sagot ay simple: Hindi kami naantala!
Noong nakaraang administration, it is on record that they only released the financial grant in November, December till January. Mayron pa hanggang March
Isa pa. Dahil list of scholars lang ang binigay ng the past administration, (walang addresses or cellphone numbers, at colleges where each was enrolled), nahirapapn kaming ma-trace kung sino ang mga nasa listahan. Ako at ang aking staff ay umikot sa mga barangay to verify the names na nasa listahan.
Mayron nga mga pangalan sa listahan na hindi namin makita at hindi rin kilala ng mga kapitan at ang kanilang mga kagawads, kasi posibleng mga flying scholars.
Mayron nga isang bata na ngayon pa lang ay nag-apply bilang scholar ay nagulat nang makita ang pangalan nya na scholar na sya nang hindi nya alam. He swore that hindi siya nakatanggap ng anumang pera from the city government. So sino tumanggap?
I am not saying na may mga nag magic sa scholarship program ng past administration. Pero ngayon, as mayor, sisiguruhin ko na only the deserving ang tatanggap ng scholarship. Kaya, hindi pa rin kami humihinto sa investigation.
Na-discover din namin na 190 scholars ng past administration ay nagkaroon ng mga incomplete grades sa kanilang mga ilang subjects. Kailangan silang tanggalin sa bagong listahan. May mga bumagsak hindi lang sa iisang subject, kundi ilang subjects!

Nagpapasalamat po ako sa mga colleges and universities in Dagupan that sent a manifesto to the Sangguniang Panlungsod appealing for the passage of the Supplemental Budget that we submitted. Kasi, part of that supplemental budget allocated P100 million to boost the remaining P57-M scholarship fund left by the previous administration. (P57 million is not enough to send to 5,000 scholars ). Ang alam yata ng majority sa city council ay intact pa yong P102-M budget.
Bago nilisan ng dating mayor ang city hall noong June 30, 2022, kalahati ng pundo na lamang ang natira.
Alam ng college at university officials ang ating predicament. Kaya sinusuportahan tayo ng Lyceum Northwestern University, University of Luzon, Phinma-University of Pangasinan, Universidad de Dagupan, Pangasinan Merchant Marine Academy at PIMSAT Colleges na sana maipasa na sa lalong madaling panahon ang Supplemental Budget No 1.
Minarapat ko lang na sa ating mga lokal na colleges and universities dapat mag-enrol ang ating mga scholars. (Sa aking dialogue sa mga dating scholars, humiling sila na muling payagan silang magpa-enroll pa sa Manila. Naku, hindi na mga indigents ang mga ito!)
