ONE WEEK OF UNLISERBISYO
“Mabilis na UnliSerbisyo” is the new standard
By Mayor Belen Fernandez
I pointed out our Quick Real-Time Public Service nang tayo ay nagsalita sa Newly Elected Officials (NEO) program attended by some officials of Dagupan sa pagtaguyod ng DILG at Quest Plus Hotel and Convention Center sa Clark, Pampanga from August 30 to September 1.
These words set the norm for our banner program “Mabilis na UnliSerbisyo” and hopefully encourage our officials in Dagupan para mag-adopt ng quick response approach sa iba’t-ibang concerns, especially on matters affecting general welfare.
For the information of our fellow Dagupeños, ang NEO program aims to develop Road Map for local government unit (LGU) development to enable the crafting of an executive-legislative agenda para sa kabutihan ng lungsod at sa kanyang mga nasasakupan.
In that forum, I appealed sa ating mga kapwa opisyal ng Dagupan na isantabi muna ang politika at pairalin natin ang pagmamahal sa ating lungsod at serve the needs of our constituents in Dagupan.
I am confident na ang executive at legislative branches ng ating syudad ay pwedeng makapagbalangkas ng mga strategic plans and programs sa susunod na tatlong talon sa papamagitan ng NEO program.
Sa naturang activity, the DILG shared provisions in the Local Government Code that the LGUs can use para makapagsagawa sila ng mga appropriate intervention measures upang makapagsagawa ng efficient delivery system in their communities.
Kasama kong dumalo rito sina Vice Mayor Bryan Kua at Cuncilors Jeslito Seen, Dennis Canto, Michael Fernandez, Alvin Coquia, Marilou Fernandez, Alfie Fernandez, Red Erie-Mejia, Celia Lim, Irene Acosta, Lino Fernandez, Josuah Bugayong at si Dada Reyna (na dumating on the second day ng seminars), and department heads.
I share our “Mabilis na UnliSerbisyo” program that needs the support of the Sangguniang Panlungsod so that more Dagupeños will be given help and hope in their times of need.
Part of the activity was the preparation of the technical budget hearing for the proposed 2023 annual City budget of Dagupan attended by department heads.

Dahil sa pagragasa ng Super Typhoon Henry na may international name na Hinnamnor sa extreme Northern Luzon, I ordered a “no swimming policy” sa Tondaligan Beach to prevent any accident from September 1.
Ang Tondaligan Beach kasi ang pinaka-popular na lugar pasyalan sa Dagupan kahit pa panahon ng tag-ulan.
Tondaligan Park Administrator Albert Gregorio has to make sure na walang sinumang tao ang lalangoy sa beach for their own safety sanhi ng mataas na alon spawned by the super typhoon. We also warned fishermen not to venture into the sea for their livelihood as there was a gale warning that waves were high and dangerous.
Consequently, we also alerted our CDRRMC to be on their toes para in case there is flood, residents at risk will be rescued and given assistance. On September 2, the sky was dark. Tila nagbabanta ang malakas na ulan.

I’m happy to announce that DSWD and our city government provided more than 2,000 relief packs para sa mga residents natin na severely affected ng ilang araw na baha dulot ng Bagyong Florita, kasama na ang high tide.
To be sure na maabot ang mga affected residents, our team composed of staff from our different departments ay nagsagawa ng house-to-house relief distribution. Dumalo sa distribution sa Barangay Malued noong August 26 si DSWD Regional Director Maria Angela Gopalan.
The distribution was continued in Barangays Bacayao Northern, Lasip Chico, Pogo Chico, Pogo Grande and Bacayao Sur whose some areas were still submerged in floodwater.
We also distributed face masks, sa mga households.

Concerned by the report na dumarami ang kaso ng dengue in some barangays, nagbigay tayo ng direktiba sa City Health Office to conduct anti dengue misting operations in schools and other places in the city.
Ito ay upang masigurong ang mga mag-aaral ay ligtas sa sakit ng dengue while undergoing face-to-face classes in their respective schools, kasama na ang mga members of households.
Among the schools given misting were 10 classrooms of the Bliss Elementary School in Bonuan Binloc, eight classrooms in Lasip Grandc Elementary School and 24 classrooms at Pogo Lasip Elementary School. Nabigyan din ng misting ang 20 houses at Herrero-Perez East.
