DA SEC. DAR, GOV. ESPINO SIGN MOA FOR PRC IN STA. BARBARA. Department of Agriculture Secretary William Dar and Governor Amado signed the Memorandum of Agreement in Sta. Barbara on May 28 for the turn-over of the operation, management, and control of the Rice Processing Complex to the Province of Pangasinan.
