MBTF: Annual budget delay prevents early clearing of dumpsite

IF theDagupan City government can deliver more compacted wastes to the Holcim Cement Plant in Norzagaray, Bulacan  it would be enable to reduce the volume of wastes at the dumpsite by 70 percent on or before the end of 2024.

Mayor Belen Fernandez said the city managed to deliver only four truckloads of trash uses one old but still serviceable truck of the City Waste Management Office (WMD).

She said the volume that can be delivered can increase dramatically once the Sangguniang Panlungsod passes the 2024 proposed annual budget of Dagupan amounting to P1.38 billion that includes funding for the purchase of two brand new trucks for WMD operations.

Fernandez said two other trucks, and also a backhoe, payloader and four “garong” type of tricycles are set to be purchased by the city, all for waste management, once the SP also passes and approves the Supplemental Budget No. 2 and its Supplemental AIP, that it ignored last year.

She revealed that WMD’s lone serviceable truck out of the 10 she purchased before she vowed out of office in 2019 was all that was turned over to her administration by the Lim administration.

Worse, the brand new Hitachi backhoe purchased by the Lim administration three years ago broke down and cannot no longer be repaired as there are no spare parts available.

The mayor underscored the importance of the Dagupan’s deal with Holcim it being the only viable alternative today to stop violating Republic Act 9003 (Solid Waste Management Act)

She vowed to start closing the dumpsite section by section if the city’s deal with Holcim is sustained with more and regular deliveries of compacted wastes. (Leonardo Micua)
