Dagupan councilors cross party lines for One-Covid-19 Allowance

MEMBERS of the  majority and minority in Dagupan Sangguniang Panlungsod passed two resolutions that authorized Mayor Belen Fernandez to sign a memorandum of agreement with the Center for Health Development-Department of Health 1 for the transfer of funds for the One-Covid-19 Allowance (OCA) and for purchase of medicines but not without a heated debate.

Both resolutions were proposed  by Minority Floor Leader Michael Fernandez, last Tuesday, September 6, attended by officials from CHD-DOH 1 and City Health Office (CHO) who clarified concerns raised by the city councilors.

Dr. Amadeo  Zarate, DOH representative in Dagupan City, said the MOA is necessary before the city government can receive the OCA for monthly distribution to the health and non-health front liners who were involved in COVID-19 response from January to June this year.

Dr. Julieta de Venecia, OIC at the City Health Office, said the OCA is just the continuation of the COVID-19 risk allowance already availed of by local front liners last year.

Councilor Redford Erfe-Mejia asked that the list of 120 health and non-health personnel entitled to receive the monthly OCA, as certified by City Health Officer Ophelia Rivera and approved by the city mayor, be shown to the SP.

The OCA will be distributed to as follow: front liners based on their exposure to the disease: P9,000/month for those in high risk; P6,000/month in moderate risk; and P3,000/month in low risk.

The list includes doctors, dentists, nurses, midwives, laundry women, janitors, personnel manning quarantine centers and barangay health workers.

Under the Universal Health Care, of which Dagupan was chosen among the pilot sites,  the city is set to receive P4.2 million in buying medicines and other medical needs.

Dr. Veronica de Guzman of CHD-DOH 1 told the SP that more benefits will be delivered to Dagupan being a UHC pilot site. (Leonardo Micua)
