Belen keen on restoring Waste-to-Worth project

THE implementation of the Waste-to-Worth (W2W) project that was shelved by the Lim administration will be restored by former Mayor Belen Fernandez if elected anew to take over to manage the city government.

The W2W project was negotiated by Fernandez her during her term to put an end to the perennial problem of garbage that had hounded Dagupan since the late 1950s.

Fernandez said the restoration of the W2W, will save Dagupan City more than P57 million yearly just to dispose its wastes supposedly at the sanitary landfill in Capas, Tarlac.

She was informed that even after the U.S. Ambassador to the Philippines interceded with the Dagupan City government for the W2W project, the Lim administration still vehemently refused to pursue the project.

On November 26, 2019, Claire Bea of the United States Embassy presented the letter from the U.S. ambassador endorsing the project to Mayor Brian Lim during a meeting along with Paul Puthenpurekal and Theresa Banta, both of Sure Global, then City Administrator Alan Zarate and City Legal Officer Terence Marata to discuss concerns about the project.

The ultimate objective of such meeting was to develop a path that could lead to the construction of the project. However, no written concerns/question was received from the Dagupan City indicating its refusal to pursue the project.

The W2W project, costing more than US$15 million, was to be constructed in Dagupan by Sure Global at no cost to the Dagupan City government. The project was negotiated by  Fernandez after she attended the Ocean Conservancy International Forum in Chile, attended no less by Prince Charles of the United Kingdom and then US State Secretary John Kerry.

The W2W project will convert solid wastes such as plastic into diesel fuel for trucks, jeepneys, motor boats, machineries and into methane gas for electricity.

Sure Global sought an audience several times with Mayor Lim but was never granted citing Lim’s travels the United States, Russia and  Estonia.

Sure Global was also asked to submit all the documents to the project which it diligently complied only to be informed that these documents were not received by city hall. (Leonardo Micua)
