Disparity in Barangay Fund distribution decried

FIRST, the good news. All 31barangays of Dagupan City already been advised that they can already get their respective shares of the P6.2 million Barangay Aid passed and approved by the Sangguniang Panlungsod (SP). The bad news is the distribution of the amount was not pro-rated as envisioned by the SP: Seven barangays got P300,000; 16 received P200,000; and seven were only given P100,000.

Councilor Teresa Coquia, in a privilege speech during the SP session on December 28, said because of the disparity in the distribution of the Barangay Aid, some barangay chairmen who received less than the expected P200,000 share expressed disgust since they will not be able to fully implement their projects based on the expected P200k share.

Coquia cited Barangay Tebeng that received only P100,000 when the barangay resolution submitted by Barangay Captain Helen Fermill to the City Mayor’s Office proposed projects worth P200,000.

She said Tebeng submitted its resolution as early as October this year that detailed its identified projects supposed to be funded by the village’s share of the Barangay Fund.

=Coquia did not name the other barangays that received only P100,00, others that received P200,000 and those that received P300,000.

But Barangay Captain Calvin Cayabyab of Mamalingling said he is happy with the P100,000 received by his barangay to buy medicines for his constituents but since the full P200,00 was not given, Mamalingling would have to forego buying an oxygen tank that could be used for emergency Covid cases.

Jessa Rayupa, City Budget Officer, said all barangays will be required to sign a memorandum of agreement with the City Mayor’s Office before they can withdraw their respective shares of the Barangay Aid.

She said the amount to be received as Barangay Aid was not pro-rated at P200,000 like previous city administrations did.

Councilor and Liga ng Barangay President Lino Fernandez said the affected barangays have no choice over it.

Coquia said among those given lesser Barangay Aid are some of the bigger barangays in the city, which did not make sense. (Leonardo Micua)
