City directs establishment of day care centers in barangays
SAN CARLOS CITY – The city’s Saungguniang Panlungsod passed an ordinance encouraging parents to enroll their children with ages three years old to below five years old in Day Care Centers.
The ordinance, authored by Councilor Elpidio Fermin Jr, stated it shall be the obligation of the city government to promote the right of children to assistance, including proper care and nutrition and to provide them with special protection against all forms of neglect, abuse, cruelty, exploitation and other conditions inimical to their development.
It said that the total development and protection of children program provided in day care centers or in network of homes identified by the barangay will be operated for the children.
The ordinance preferred the care and attention available at the day care centers to the practice of families leaving the children to the care of paid domestic helper/s or relatives without adequate and competent adult supervision that are provided by day care centers under the supervision of a social welfare officer.
The ordinance specified that educational materials and networks of surrogate mothers-teachers will provide intellectual and mental stimulation to children, as well as, supervised wholesome recreation, with a balanced program of supervised play, mental stimulation activities and group activities with peers shall be provided at the day care center or network of homes identified by the barangay.
The day care center in the barangays will take under its care abused, neglected or exploited children in the barangay.
The city council ordinance was forwarded to the provincial board and calendared for review and approval on Jan. 15. (Eva Visperas)
