Know the difference: Acting vs. OIC-PD

“ACTING capacity is as good as full time capacity, ang kulang lang ay yong order as full time Provincial Director. ”

This is how P/Sr. Supt. Ronald Oliver Lee described his work as acting Provincial Director of Pangasinan Police Provincial Office.

Lee explained, “the job of full time and acting capacity PD is almost the same like the discharge of duties of personnel, the hiring and firing or reassigning of personnel ay nagagawa ng Acting Provincial Director. ”

He said, Acting PD is different from OIC-PD. In the OIC capacity, the officer cannot hire, fire or reassign his personnel and only the Regional Director can reassign or hire or fire personnel.

PRO1 has already submitted names of officers to the Office of Governor Amado Espino III to select a full time Provincial Director in Pangasinan. Lee’s name is included in the list.

If Espino will not select an officer from the list then it would be up to the Senior Officers Placement Board to install a Provincial Director for Pangasinan.

“We have no problems with our benefits as acting PD here, ang allowance ay nasa pay slip naman lahat, wala naman kaming overtime, ” Lee said.

The Pangasinan Police Provincial Office has been functioning with an OIC-PD since May of 2012. And last full time Provincial Director was Senior Superintendent Percival Barba, who was succeeded by Supt Michael Nicolas as Officer in Charge and was replaced by OIC PD every six months up to this date.

Lee is the latest Acting PD.  (Nora Dominguez)
