Pangasinan observes Speaker Perez’ 120th birthday

TODAY, November 13, Pangasinan observes the 120th birthday anniversary of Speaker Eugenio Padlan Perez, who steered the House of Representatives from May 25, 1946 to December 30, 1953.

Nov. 13 is marked yearly as a special non-working holiday in Pangasinan by virtue of Republic Act No. 6721 signed by President Corazon C. Aquino in 1989.

Born in Basista town (formerly Barrio Obong), Perez first served as councilor of the town of San Carlos before he was elected to Congress as representative of the second district of Pangasinan.

As congressman of the second district, Perez authored R.A. 170 that converted the then municipality of Dagupan into a chartered city on June 20, 1947.

For this, he was known later as the Father of Dagupan City. A monument of Perez now stands at the former Perez Market. He was also instrumental in constructing the second major thoroughfare in Dagupan, the Perez Boulevard.

Perez was the speaker of the House of Representatives when Elpidio Quirino was president of the Philippines when the country was still reeling under the impact of World War II.

In support of the rehabilitation efforts, he authored the law that created the National Power Corporation, National Irrigation Administration and the Development Bank of the Philippines.  (Leonardo Micua)
