Corporate tools applied in city hall

DAGUPAN City is unlike other local government units in the province. It has adopted corporate management policies as an added tool for its fiscal management.
This was revealed by Mayor Belen T. Fernandez during the induction ceremony of the Philippine Institute of Certified Public Accountants (PICPA) Pangasinan Chapter last week.
“I’m sure that as practicing accountants, you know the importance of financial statements and how, if properly used can guide even the most inexperienced manager to manage the enterprise better,” said Fernandez, also the chairman of the CSI Group of Companies that is known to be one of most largest and progressive business organizations in the region.
She said she decided to adopt the same tools used by the private sector in order to realize her vision to make Dagupan a “smart city” and to meet the standards and expectations of astute financial managers in the city.
“They will demand nothing less than what they are accustomed to,” she said.
The city, she added, is currently designing the management information system for both financial and operational reporting to enable the city’s department heads to easily appreciate and understand governance issues.
“As soon as the system is in place, problems can easily be detected and solved accordingly at the earliest time with the help of timely and updated revenue and expense reports,” she added. (With CIO report)
