P9M MISSING CITY FUND

SAN CARLOS CITY–The cashier-designate of San Carlos City involved in a dubious case of a hold-up involving P9 million of government fund, attempted to kill herself.

Leny Fermin, who is now recovering in a hospital, will be a key subject in the investigation of the case by the National Bureau of Investigation, the Commission on Audit, and a fact-finding team created by the city’s mayor, Julian Resuello.

Fermin submitted an affidavit on May 18 stating that she was held at gunpoint on March 31 and the robbers carted away the P9 million which she withdrew from the Land Bank of the Philippines branch that day for the city government employees’ payroll.

Fermin reported the robbery to her superior in mid-April. But city officials and employees did not notice that something was amiss as there has been no delay in the distribution of salaries.

Atty. Rogelio Mamaoag, NBI provincial chief, said Fermin will be asked “clarificatory” questions regarding her affidavit, which was executed more than a month after the incident.

Meanwhile, City Administrator Mienrado Ynzon, said the fact-finding team, chaired by Atty. Rodolfo Samson, the city Legal Officer, met Friday to discuss the strategy for the probe, including list of persons to be questioned and the documents needed.

“We have so many questions and doubts about her claim,” Ynzon told The PUNCH.

An initial report on the investigation is due this week.

Mamaoag, speaking during the “Engkwentro sa Lenox” hosted by the Pangasinan Press Club on Wednesday, presented cartographic sketches of a man and a woman drawn b the agency’s cartographer based on the description provided by Fermin.

Investigators believe that her reported suicide attempt could give yield to other leads.

Meanwhile the NBI is set to question other officials and employees of the San Carlos City treasurer’s office to shed light on the case.—LM
