GOVERNOR Amado Espino Jr. was conferred with Doctor of Humanities honoris causa by the Pangasinan State University (PSU) during the institution’s 30th commencement exercises held Monday at The Stadia in Dagupan.

Dr. Victoriano Estira, PSU president, said Espino was accorded the honor for “reinventing government” by initiating a societal reorientation and cultural transformation among Pangasinan’s government employees and the leaders of the bureaucracy.

For his part, Espino, who earned his Master in Development Management from PSU, said, “This makes my educational attainment complete.”

In his speech, Espino urged the graduates, their parents and visitors who have yet to travel around Pangasinan to see for themselves “the great physical and cultural transformation” that have taken place in the provincial capitol.

“Our ultimate goal is to destroy the common thinking that the government is the place for second-raters, government service is inefficient, and that government officials and employees are inept, unprofessional, arrogant, insincere, uncaring, shabby and indecent,” he said.

He also advised the graduates to choose a particular profession or discipline or technical field where they can continually improve and establish a distinct reputation as an expert, or as a professional worth patronizing.#
