OPLAN Paglalakbay was launched by the Land Transportation Office (LTO) in Dagupan on Tuesday when LTO Chief Arturo Lomibao started making the rounds of bus terminals in the city to make sure that drivers and operators are fit to commute passengers.

The project, a road safety awareness program of the Department of Transportation and Communication (DOTC) and LTO, will be implemented across the country not just during the Holy Week but also during the Christmas holidays, All Saints Day, opening of classes, and every peak season for travelers.

Under the program, LTO officials will check the physical condition of drivers and the public vehicles to ensure that they are fit ferry passengers from the terminal to their destinations.

Lomibao said if the LTO inspectors find a driver is not healthy or not alert enough, “we will ask the management to provide a substitute driver”.

The bus will also go through a thorough inspection, zeroing on the headlight, tail light, steering wheel, wheels, and battery, among others to ensure the safety of commuters.

“These are the things that the DOTC and LTO are doing as a public service,” Lomibao said.

He clarified that no penalties that will be imposed on erring drivers and owners of buses since the program is in an “assistance mode”.

However, if the transport company insists on continuing with the trip without addressing the advised adjustments, “the LTO will shift to enforcement mode”.

Meanwhile, LTO District Officer Pat Urmaza said the LTO is intensifying its campaign against unregistered and colorum vehicles along the national highways.—LM
