JEEPNEY STRIKE—Vehicular traffic was light with public utility jeepneys nowhere to be seen along a portion of A.B. Fernandez Avenue in Dagupan on April 3 as drivers kept off the streets to protest a new Land Transportation Office policy increasing the rates of penalties for driving offenses. The tigil pasada, however, did not paralyze the city and other parts of the province as most commuters took tricycles, buses, and a few jeepneys whose drivers did not join the strike.
