6 pilot barangays eyed for waste segregation
THE Dagupan City government will implement the new city ordinance mandating waste segregation at source in six pilot barangays.
Councilor Librada Reyna, principal author of Ordinance No. 1929-2009 which seeks to establish a comprehensive solid waste management program in the city, said the Community Environment and Natural Resources Office (CENRO) will help the office of the mayor in the implementation.
Reyna said once the trial run in the six barangays prove successful, the program will be implemented in the other 25 barangays in the city.
The segregation program will seek to recycle, reuse or convert into compost at least 70 percent of the solid wastes being generated from homes, offices and factories, leaving only 30 percent of the total volume of wastes generated in the whole city to be brought to the city’s dumpsite, which remains open.
Ironically, the city government continues to operate the open dumpsite in violation of Republic Act 9003 or the Solid Waste Management Act.
However, Reyna did not respond to media’s query on where and when the city plans to establish its own sanitary landfill as mandated by the law.
The ordinance imposes fines to those who will not follow the segregation policy at P300, P500 and P1,000 for the first, second and third offenses, respectively.—LM
