MODEL LGU OFFICIAL—Councilors League National Chairman Michael Fernandez presents a plaque of recognition to Naga City Mayor Jesse Robredo who was keynote speaker during the opening ceremonies of the 1st PCL congress for 2009 held last March 12 at the Puerto Princesa City Convention Center. Robredo, a Masters-degree holder in Public Administration from the Kennedy School of Government in Harvard University, shared his experience in transforming Naga from a 3rd class Municipality to a Highly Urbanized City. Robredo was a recipient of the Ramon Magsaysay Award for Government Service and is currently serving his 6th term.
