Lomibao eyes revamp in LTO

MANGALDAN–A more service-oriented Land Transportation Office (LTO) will soon take shape as the agency’s new chief, Arturo Lomibao, initiates a revamp that is intended to weed out non-performing employees.

Lomibao, who assumed the top LTO post a month ago, was in town to attend in an installation rite of the Pre and Accepted masons in his hometown.

In a talk to newsmen, he announced he has already ordered a performance audit of all personnel, which will be used as part of the basis for the revamp.

“The days of the bad eggs in the agency are now numbered,” he warned.

He said he will do in the LTO what he did in the Philippine National Police as its director general when he cleansed the latter’s ranks.

“There will be a revamp so that those laggards in the implementation of Republic Act No. 4136 (the motor vehicle registration law) as well as its rules and regulations will be replaced by more efficient and more productive employees,” he said.

He confirmed that since he assumed the post, he has already received several reports about LTO officials and employees allegedly “involved in corruption, extortion and so forth and so on”.

Meanwhile, the LTO Flying Squad, which has become notorious for corrupt practices when checking invalid vehicle registrations on the road, will also soon be getting a make-over.

Lomibao said he is well aware of the negative public perception on the group and hopes to change that.

“To be candid about it, the Flying Squad has gotten bad connotation,” said Lomibao

The Flying Squad has authority to check vehicles on the road and apprehend those that are unregistered or with expired registration.—LM
