Dagupan’s Liga backs Gumarang

THE Liga ng Barangay in Dagupan City has thrown its “full and unconditional support” to Punong Barangay Angelito Gumarang of Bonuan Gueset over his arrest and detention two weeks ago.

In a resolution issued last January 26, the league condemned the action of policemen who arrested and detained Gumarang as “unlawful and blatant abuse of authority”.

The regular meeting was presided over by Lucao Punong Barangay Marcelino Fernandez, ex-officio city councilor. Twenty seven of the 31 members of the Liga signed the resolution.

Gumarang’s arrest, which they called “under highly questionable circumstances”, was effected by a team from the Special Weapons and Tactics and Intelligence Operations Division headed by Inspector Marites Aradanas.

The resolution, authored by Tapuac Punong Barangay Joaquin Reyes, states that” PB Gumarang was performing his official duties at the Barangay Hall when the arresting officers came, supposedly to invite him about the supposed complaint of a certain Adonis Navarro, a resident of Sitio Caniogan in Bonuan Gueset,”

The arresting policemen, the resolution further stated, manifested partiality and committed grave abuse of authority when they solely relied on the information given by the complainant without getting the statement of Gumarang.

“PB Gumarang was apparently misled into honoring a farce friendly invitation of the arresting team, which whisked him to the city jail without the benefit of a warrant of arrest,” the Liga resolution reads.

Stating that Gumarang was illegally arrested and arbitrarily detained, the resolution cited the opinion of lawyers and concerned political and religious leaders, including former San Carlos City Prosecutor Carlos Taminaya, who denounced the arrest as a product of some lawmen’s “ignorance of the law”.-LM
