A “new” Capitol awaits provincial officials

LINGAYEN–The renovation of the provincial capitol where all the elected provincial officials, including their respective staff hold office will be completed on April 30.

This was confirmed by the contractor, Cris David, and his designer, Ponciano Sibug, who initially employed 50 workers for the job, and added another 30 to make sure they meet the deadline set by Governor Amado Espino Jr.

Sibug told The PUNCH that the provincial capitol, built during the American period, has a touch of American and Roman architecture.

He noted the similarities of its design with those of the post office in Manila and the Malacanang Palace, which were both built during the American period.

“We are retaining these designs for posterity’s sake and adding some more designs to make them look better,” Sibug said.

All offices in the provincial capitol are presently housed at the Sison Auditorium to give way to the total renovation of the provincial capitol where Espino, Vice Governor Marlyn Primicias and all the provincial board members will hold office.

The session hall of the provincial board will remain beside the office of the vice governor, who sits as the board’s presiding officer.

Offices for the provincial administrator, a position currently held by Rafael Baraan, with Executive Assistant Ramon Morden and the provincial legal officer, have been designated as well.

When the renovation is complete, the provincial capitol will become “one of the best if not the best in the whole country”, said Sibug, adding that the improvements will last for generations.

The old chandelier above the stairway will be replaced with a chandelier similar to one that hangs inside Malacanang Palace.

The walls of each office will be reinforced and the tiles will be in wood parquet.—LM
