A 10-point action plan aimed at giving better services to the people of Sta. Barbara, a first class town in central Pangasinan, was unveiled on Thursday by retired Police Director General Reynaldo Velasco.

Speaking at a forum organized by the Pangasinan Tri-Media Association (Patrima), Velasco, a mayoralty bet of the Nationalist People’s Coalition, said his plan seeks to transform the town into a bustling commercial and production suburb of the cities of Urdaneta, Dagupan and San Carlos.

His 10-point agenda include Reform in governance; Education for all; Youth and Sports Development; Values formation and strengthening; Environmental Care and Protection; Livelihood programs and jobs creation; Agricultural Productivity; Social and health services; Community Partnership; and, Order and peace.

Along with his Team Victorey composed of his running-mate Vice Mayor Ruben Jose and eight bets for councilor, Velasco called for support from his townspeople so that their vision for the town could become a reality.

Joining the Velasco-Jose tandem are four of the top incumbent councilors led by Dr. Emmanuel Cabangon, Al Parayno, Ampoy Ocampo and Panis Francisco, comebacking ex-councilors Rolly Pasaoa and Pruto Jimenez, barangay Captain Raul Loresco and former GMA 7 reporter Boyet Paragas.

Velasco said each of the candidates in his team is an expert in his own field who can well articulate the 10-point action plan individually.

In the same forum, Velasco vowed to open the Sta. Barbara town clinic 24 hours a day to give the townsfolk round-the-clock access to health services including free medicines for the poor.

He stressed that among his top priorities is the mitigation of the annual flooding, more irrigation projects for the farmers who comprise 60% of the population, more income and opportunities using modern farm equipment, hybrid seeds and high-value crops.

“My track record in the military and police service would show that every where I was assigned to in the three islands of Mindanao, Visayas and Luzon and to include Metro Manila, I made a difference and transformed those units into No. 1,” Velasco said.

He added that he is elated over the outpouring of support by the people in the barangays as seen in their campaign sorties.

Velasco vowed to inject new politics for reform, change and progress because the people of Sta. Barbara “deserve a much better leadership and good governance.”

“My administration will help give Sta. Barbara farmers a decent life,” he intoned.
