THE Department of Budget and Management (DBM) has declared Appropriation Ordinance No. 2274-2023 which authorizes the annual budget of the city government of Dagupan for calendar year 2023 in the amount of 1.3 billion, as operative in its entirety effective upon its approval or on the date fixed therein.

DBM Director IV Ria Bansigan, in a letter dated December 1, 2023 addressed to the members of the Sangguniang Panlungsod (SP) thru Mayor Belen Fernandez, stated that a review on the said ordinance reveals substantial compliance with the Local Government Code and its Implementing Rules and Regulations.

This was in response to a request dated September 27, 2023 to the DBM by seven members of the SP majority for guidance regarding the process of enacting the annual budget for Dagupan.

Consequently, Mayor Fernandez welcomed this good news for Dagupeños which was contrary to the annual budget being tagged as illegal and erroneous by the said majority members as it supports the full implementation of the city government’s programs on scholarship for 5,000 Dagupeño students; infrastructure and flood mitigation; health and social services, among many others.
