THE city council of Dagupan passed on Monday a resolution asking Mayor Benjamin Lim to direct all city government employees to undergo voluntary drug testing. Councilor Jesus Canto, who authored the resolution, said civil servants must set a good example in the community by voluntarily subjecting themselves to drug testing.
