AN Indonesian-Filipino consortium is set to do a feasibility study on the proposed Pangasinan East-West Expressway (PEWEx), a big ticket project seeking to connect the eastern and western boundaries of the province, at no cost at all to the provincial government.

This was confirmed by Gov. Ramon Guico III upon receipt of letter-proposal form Pak Alfian Noor, president and director of the Jakarta-based Desain Manajement Cipta Utama (DMCU) and other company officials, during the inaugural session of the Sangguniang Panlalawigan on Monday, July 11 where the governor delivered a short message.

The Indonesians were accompanied to the provincial capitol by former Bayambang town Mayor Cezar T. Quiambao, whose corporation will partner with DMCU in conducting feasibility study on the project. Quiambao is Guico’s special assistant on investment and promotion.

Quiambao told the SP headed by Vice Governor Mark Lambino that DMCU has been his partner some 29 years ago in the construction of the Metro Manila Skyway from Balintawak to Batangas.

Guico cited the construction of the PEWEx as a project that will connect eastern to western Pangasinan which he envisions to hasten travel from the eastern-most part to the western-most part of Pangasinan, improve trade and commerce that will enhance investment and tourism and spur progress and development of Pangasinan.

The group also submitted a Preliminary Project Overview that shows where PEWEx will be constructed and the rationale for constructing the project soonest.

Gov. Guico, in his inaugural address last June 29, said that both east and west Pangasinan offers many economic opportunities, i.e,, tapping mineral resources, developing agri-business and tourism.

When completed, it will link all the economic zones in the province, one of which is located and already operational in Binalonan, and soon in Bayambang.

The proposed PEWEx will be linked to the Tarlac-Pangasinan-La Union Expressway as well as the Subic-Clark-Tarlac Expressway. (Leonardo Micua)
