LTFRB OKs inter-regional buses operations

FROM PANGASINAN TO NLET

TRUE to its promise, the Land Transportation Franchising and Regulatory Board (LTFRB) has given the green light to 11 bus companies/operators to ply along their respective modified routes from Pangasinan to the North Luzon Express Terminal (NLET) in Bocaue,
Bulacan and vice versa starting March 4 this year.

This was contained in LTFRB Memorandum Circular No. 2021-009 signed on February 26, 2021 by Atty. Martin B. Delgra III, chairman; and P/Col. Joel Pernito (ret.), board member and attested by Atty. Armand Dioso, executive director on the subject: “Additional Routes allowed for the operation of provincial buses entering Metro Manila during General Community Quarantine (GCQ) and Modified General Community Quarantine (MGCQ).

The LTFRB informed Gov. Amado Espino III of the inter-regional routes operations en route to Metro Manila, passing through Regions 1, III and IV-A by Five Star Bus, Dagupan Bus, Luzon Cisco Transport., Pangasinan Solid North Transit, Philippine Rabbit Bus Lines, Genesis Transport Service, Saulog Transit and First North Luzon Transit.

The bus companies are allowed to field a total of 650 buses in all modified designated routes – the same number of provincial buses running the old routes from Pangasinan to Quezon City during the pre-pandemic period.

The LTFRB circular, however, did not state whether the buses will operate on a point to
point (P2P) or whether they can stop along the way to pick up and unload passengers.

Buses are directed to operate on a limited capacity subject to the guidelines set forth by the Department of Transportation (DOTr), and as IATF Resolution No. 88 dated 14 December 2020.

The MC also cited IATF Resolution No. 101 dated 26 February 2021 that requires terminals to have sufficient quarantine/isolation facilities in all provinces as the Integrated Terminal Exchange.

All bus operators were directed to strictly comply with IATF health protocols, and those implemented by LGUs within their routes, and to abide by the results of the Route Rationalization Study of the Public Utility Vehicle Modernization Program once completed. (Leonardo Micua)
