Road-clearing nationwide resumes November 16 – DILG

FULL STRICT IMPLEMENATION IN PANGASINAN

AFTER suspending road-clearing nationwide, including in Pangasinan and Dagupan City, for the past seven months, the Department of Interior and Local Government ordered its resumption on November 16.

The memo circular was directed by DILG Sec. Eduardo Año to all governors, city and municipal mayors, punong barangays, heads of local Sangguniang, DILG Regional directors, the BARMM minister of local government, and all others concerned.

Since Pangasinan and Dagupan are classified under the Modified General Community Quarantine, implementation of road clearing shall be full and strict, while partial implementation will be expected from towns and cities under the General Community Quarantine while implementation of those under Modified Enhanced Community Quarantine will be suspended.

Road-clearing, under the memo-circular, refers to the series of interventions by local government units intended to cause the removal of roads and sidewalk obstructions, including but not limited to the reenactment of enabling ordinances, conduct of road inventories, physical removal of road obstructions without prejudice to property rights of the affected stakeholders, crafting and implementation of displacement plans, rehabilitation and maintenance of cleared roads and creation of a grievance mechanism as defined and provided for in Memorandum Circular 2020-027.

Structures exempted from removal or apprehension by local government units, except in ordinary circumstances are parked ambulances and public emergency vehicles, checkpoints duly authorized by the LGU, the IATF, the police or the AFP; and temporary obstructions caused by the establishment of bicycle lanes.

All road closures currently set up by barangays without respective enabling ordinances nor approval from concerned authorities shall be dismantled and cleared to ensure unhampered conveyances.

Meanwhile, all road-clearing related policies and undertakings shall be implemented and coordinated without prejudice to the local government’s COVID-19 containment efforts and initiatives.

Likewise, the prohibition on tricycles and pedicabs along national roads and highways, as provided for in an earlier DILG memorandum shall continue to be implemented by LGUs, notwithstanding the rules and guidelines set by the Department of Transportation.

Validation of provincial, city and municipal compliance shall be conducted on January 18 to 22, 2021. (Leonardo Micua)
