Barangay set to establish dog pound

IF the Dagupan City government cannot establish a dog pound for stray dogs, the barangay council of Tapuac under Barangay Chairman Dr. Nelson Cuison will.

The dog pound is set to be established under Barangay Ordinance No. 004, Series of 2018 , to regulate ownership, care and custody of animals classified as kennels (dogs) and felines
(cats) and prescribing rules for the confiscation, impounding and disposition of potentially vicious stray animals, and imposing penalties for violations, thereof.

TheĀ  ordinance was reviewed during a committee hearing of the Sangguniang Panlungsod (SP) presided by Councilor Jose Netu Tamayo, chair of the committee on laws, ordinances and judiciary.

The Tapuac barangay ordinance is consistent with City OrdinanceĀ No. 1813-2004, also known as “Establishing the Dagupan City Pound, Defining its Basic Operations, and for related purposes”. The city, however, has yet been unable to establish its own City Pound.

The barangay will establish and maintain a Dog Pound, using its own fund. Among its rules are:

1. Animals found outside of the premises of the owner’s residence will be considered stray animals and will be seized and held under the care of the barangay;.

2. Animals that belong to the family of dogs should be registered and vaccinated and barangay will register it with the City Veterinary Office.

3. An impounding fee of P100 per day per animal shall be collected from the owner claiming the pet.

4. Any person or entity found guilty of violating any provision of the ordinance shall pay a fine of from P300, P500 and P1,000 for the first, second and third offenses, respectively. (Leonardo Micua)
