No liquidation for NGOs, POs, barangays

ACCOUNTABILITY SOUGHT FOR P105-M

THERE may have been no ghost organizations that received financial assistance from the Dagupan City government but most of the non-government organizations, people’s organizations and barangays did not liquidate the funds to explain where the people’s monies were spent.

Official accounting records show that the biggest beneficiary of the financial assistance distributed generously by the past city administration of former Mayor Benjamin Lim was the city hall-based Dagupan City Government Employees Multi-purpose Cooperative Inc. that received P20.8 million over three years (from 2010 to 2013), and the amount remains unliquidated. The checks were received by “Eduardo Magno” and “Rhea Manuel”.

The Liga ng Barangay headed by its president Guillermo Vallejos, now an elected councilor of Dagupan City, was given financial assistance that totalled P12.1-M  from 2010 to 2013.

The Dagupan Bangus Festival under different chairmen was given financial assistance to the tune of P9.4 million and the various chairmen, all councilors today, have not liquidated.

CARTOONnews 130915Similarly, the Dagupan Fiesta under different chairmen also received P9.1 million in financial assistance, the biggest assistance was extended in 2011 at P7.1 million.

The Dagupan Bangus Jaycee received financial assistance of P2.5 million in 2011 and another P750,000 in 2010 for a total of P3,250,000

The Liwawa ed Asinan Foundation, Inc. was granted P300,000 but has not liquidated it as well.

Various Rotary Clubs also received financial assistance from the city government that remain unliquidated.

The Rotary Club of Dagupan East and the Rotary Club of Uptown Dagupan received P250,000 each in 2010.  A “Rotary Club” received P500,000 in 2011, along with Rotary Club of Uptown Dagupan that received P2 million and Rotary Club of Dagupan East, P100,000.

Meanwhile, the Government Association of Certified Public Accountants reportedly then headed by City Auditor Ofelia Celi also received financial assistance twice in 2010 that totaled P1.250 M.

The Basketball Referees Association Commission received P3 million while the Basketball Association of the Philippines (BAP) supposedly received P1.6 million

Mayor Belen Fernandez, regional director of BAP, said she never received such amount but it is possible it was received by other officials of BAP in Dagupan.

The 36-paged special audit report also listed the numerous amounts received by the 31 barangays for various reasons from 2010 to 2013 but no subsequent liquidation was made by the barangay chairmen.  These were separate from the funds released to the Liga ng Barangay.

Among those that have liquidated the financial assistance given them were West Central Elementary School, P145,000; Liga ng Barangay/Marcelino Fernandez, P400,000; and Divine Word Academy of Dagupan, P50,000.
