DOH: Another P100-M due for Mother and Child Hospital
THE city of Dagupan will not only receive P150 million for the establishment of the Mother and Child Hospital but P100 million more once the construction is finished.
This was disclosed by Dr. Kai Sibayan, section chief of the Family Enhancement program of the DOH, during the April 2 committee hearing conducted by the opposition comprising the majority in the SP.
Sibayan said the initial P150 million made available in the General Appropriations Act of 2022, is for the first phase of the project, and another P100 million for the second phase.
The additional P100 million for the second phase will be requested from the DOH central office as soon as the first phase of the project is completed, Sibayan said.
He clarified that the MCH is separate and distinct project from the P16 million Super Family Health Center in Barangay Bolosan, whose construction is 80 percent complete, and another Super Family Health Center that will be built also in one of the southern barangays of Dagupan City.
Architect Dexter Galvez, a member of the DOH technical team, revealed a separate P50 million worth of equipment, motor vehicles, including an ambulance, will also be provided.
To be constructed for the first phase is a two-story structure with a roof deck designed for a Level 1 hospital with initially 25-bed capacity that will have an operating room, delivery room, emergency room, recovery room, X-ray room, laboratory and kitchen.
Sibayan said DOH is rushing for the immediate construction of the project this year because the P150 million money will revert back to national coffers if the fund is not utilized within three years from its allocation.
The DOH technical team attended the SP session on April 2 but was not allowed to speak ,and instead was invited by the SP majority to a committee hearing.
The DOH team joined Councilors Marilou Fernandez, Librada Macalanda and Alvin Coquia do another ocular assessment of the proposed site of the project along Jose de Venecia Expressway in Barangay Pantal last week.
Clarifying that the seven-majority councilors are not against the project, Councilor Celia Lim, however, expressed their concern over legal issues that may arise because the proposed land was owned and donated by the family of Mayor Fernandez to the DOH. (Leonardo Micua)
