It’s Speaker Eugenio Perez’s 127th birthday
NOV. 13, SPECIAL NON-WORKING HOLIDAY
PANGASINAN will observe a non-working special public holiday on November 13 (Monday) to commemorate the 127th birthday anniversary of one of its famous sons, Speaker Eugenio Perez, the first Pangasinense Speaker of the House of Representatives.
This is pursuant to Republic Act No. 6721, signed by then President Corazon Aquino on March 20, 1989 that declared November 13 of each year as special non-working public holiday in Pangasinan to honor the memory of the late Speaker of the House of Representatives.
Perez was the Speaker of the House during the Administration of then President Elpidio Quirino at a time when the Philippines was under the period of reconstruction and development from the ravages of World War II.
Fondly called ‘Manong Enyong’ in politics, he was born on November 13, 1896 in Sitio Obong formerly part of Barrio Basista, then in the municipality of San Carlos. Before winning a seat in Congress representing the then Second District, he was a councilor of San Carlos.
Perez was instrumental in converting the former municipality of Dagupan into a chartered city when he authored Republic Act 170, which was signed into law by President Manuel Roxas on June 20, 1947.
In Dagupan City, Mayor Belen Fernandez will lead the laying of commemorative flowers at the foot of the bust of Speaker Perez located at the former Perez Market site, which was named in his honor. Perez Boulevard (from Burgos Street to M.H. Del Pilar Street) was also named after the Speaker.
Married to the former Consuelo Salazar with whom he had three children, Speaker Perez died on August 4, 1957. (Leonardo Micua)
