LDC wants tuition fees paid direct to colleges, universities
IMPLEMENTING SCHOLARSHP FUND
THE Local Development Council (LDC) passed a resolution recommending the direct disbursement of tuition fees of scholars under the Comprehensive Scholarship and Educational Assistance Program of the Dagupan City government to colleges and universities where they enrolled.
LDC Resolution No. 3 was passed during the first meeting of the council for year 2023 on January 16.
The recommendation was addressed to the Dagupan City Scholarship Committee of the Dagupan City government in time for the start of release of funds for the current scholars who have already been verified and found eligible to receive educational assistance to prevent the misuse of these funds by the scholars for other purposes.
During the past Dagupan City administration, the educational assistance was released to individual scholars but were suspected to have been channeled only to some designated persons as evidenced by the similarities of signatures in the payrolls prepared by the city accountant.
As it turned out, the office of Mayor Belen Fernandez discovered that out of the 2,254 current scholars, at least 765 were found to be ineligible because 83 were verified to be non-residents or aliens, 42 had failing grades, 59 had incomplete grades, 29 have dropped out of school, 49 cannot be verified, 262 are still ineligible for college scholarship as they were still in senior high school; and 279 have already graduated.
LDC adopted Resolution No. 1 asking the Sangguniang Panlungsod to pass the 2023 annual city budget and the Annual City Investment Program for 2023, and Resolution No. 2, expressing its highest support to the leadership of Mayor Fernandez in her crusade against graft and corrupt practices.
