SP approves Comprehensive Solid Waste Management Program
THE Sangguniang Panlungsod has approved an ordinance detailing a comprehensive solid waste management program for Dagupan.
“Effective solid waste management is never an easy job for every local government unit, that’s why we have to get more serious in addressing our problem on garbage,” said Vice Mayor Belen Fernandez, chair of the SP.
Ordinance No. 376-2009, authored by Councilor Librada Fe Reyna, was enacted on third and final reading during the council’s regular session on February 2.
Under the ordinance, there shall be compulsory sorting-at-source of wastes and prohibits the mixing of the two kinds of wastes – biodegradable (nabubulok) and non-biodegradable (di-nabubulok). It also requires segregation of hazardous and homogenous agricultural wastes.
Reyna, chairman of the committee on health and sanitation, pointed out that segregation of solid wastes from their sources is mandatory and that the materials recovery facility (MRF) in each barangay will only receive segregated and residual wastes.
The ordinance shall apply to all residential houses; commercial establishments such as hotels, restaurants, cinema houses, public markets, department stores, groceries, institutions like hospitals, schools, churches, public and private offices, industrial establishments like factories, plants and other establishments of any kind; and agricultural areas.
Violators of the ordinance will be fined P1, 000 or imprisonment of not less than seven days.
