Dagupan forms Task Force Disiplina

THE city government created Task Force Disiplina to oversee the strict enforcement of ordinances in the barangay level in order to instill discipline among Dagupeños in consonance with the advocacy of incoming President Rodrigo Duterte.

Mayor Belen Fernandez told barangay captains in a meeting last Monday that she will issue an executive order for this purpose in two weeks’ time and to prepare for the strict implementation of both barangay and city ordinances.

“We have to strengthen the enforcement our ordinances in support to the thrust of President-elect Duterte,” Mayor Fernandez said.

“As much as possible, we would not want violators arrested but to instill discipline, but if they are hard-headed, we will not hesitate to serve the penalties specified in the ordinances,” she added.

She said some barangay captains have started strictly enforcing their ordinances “but I want a full enforcement in the entire City.”

Among the ordinances that will be monitored by Task Force Disiplina are the curfew of minors from 10:00 a.m. to 4:00a.m., liquor and karaoke ban for certain time of the day and night, restrictions in the selling of liquor near schools, ban on spitting in public places, smoking, gambling, and use of noisy vehicle mufflers, minors who go to computer shops during school hours and those who allow access of pornographic materials, among others which the mayor wanted me to review, lawyer Farah Marie Decano, city administrator, said.

“We have two weeks to prepare and inform our barangaymates,” Decano added.

P/Superintendent Christopher Abrahano, city police chief, said the Task Force Disiplina will seek to closely monitor the strictly implementation of the mayor’s order.

“We are also proposing that barangay captains implement a ban on persons appearing in public without a shirt on,” Abrahano added.

Meanwhile, Councilor Lino Fernandez, president of the Liga ng mga Barangay in the city, urged his fellow barangay captains to conduct quickly disseminate the information, particularly, City Ordinance No. 1771-2003.

Councilor Jose Netu Tamayo, author of the curfew ordinance, felt gratified that the city government is finally keen on strictly enforcing the ordinance. (Tita Roces)
