THE Dagupan Sangguniang Panlungsod approved Supplemental Annual Investment Program (SAIP) No. 3, Series of 2025, covering the ₱40-million donation from the Office of the President during its Zoom session on November 27 presided over by Acting Vice Mayor Michael Fernandez.

The amount, released as a Special Fund Assistance Grant from the President’s Socio-Civil Fund, will support individuals, communities, and groups affected by Super Typhoon Uwan, which struck the city from November 9 to 10. The approval came through Resolution No. 8486-2025, authored by Councilors Jeslito Seen and Jose Netu Tamayo, and endorsed under a certificate of urgency from Mayor Belen Fernandez, together with LDC-Execom Resolution No. 1.

Councilors Marvin Fabia, Bradley Benavides, Marcelino Fernandez, Christel Hilary Paras, and Karlos Reyna backed the measure, emphasizing that several urgent programs and needs were not included in the city’s regular 2025 SAIP. The resolution has been forwarded to Acting Mayor Bryan Kua, the Department of Budget and Management, and the Department of the Interior and Local Government for review. (Leonardo Micua)
