DUE TO SUPER TYPHOON “UWAN”

THE Sangguniang Panlalawigan of Pangasinan, in a special session held on November 11, 2025, approved Provincial Resolution No. 934-2025 adopting Proclamation No. 1077 and officially declaring the entire province under a state of calamity due to the devastating effects of Super Typhoon “Uwan” (international name: Fung Wong).

The declaration follows the recommendation of the Provincial Disaster Risk Reduction and Management Council (PDRRMC), which reported extensive flooding, storm surges, and widespread damage to infrastructure, agriculture, and private properties across Pangasinan.

Governor Ramon V. Guico III endorsed the PDRRMC’s recommendation to the provincial board, citing the urgent need for immediate response, humanitarian relief, and rehabilitation efforts throughout the province.

“Typhoon Uwan brought destructive winds, heavy rainfall, and severe flooding that displaced families, isolated communities, and disrupted essential services,” the resolution stated, highlighting the disaster’s impact on public health, safety, and key government functions.

Under the measure, the declaration empowers the provincial, municipal, and barangay governments, along with national agencies, to expedite the delivery of relief goods, recovery assistance, and rehabilitation programs to affected residents.

The resolution also aligns with Proclamation No. 1077 issued by President Ferdinand Marcos Jr., which placed the entire country under a State of National Calamity due to the combined impacts of Typhoon “Tino” (Kalmaegi) and Super Typhoon “Uwan.”

The Sangguniang Panlalawigan, citing Republic Act No. 7160 (Local Government Code of 1991) and Republic Act No. 10121 (Philippine Disaster Risk Reduction and Management Act of 2010), emphasized the need to protect Pangasinenses from the harmful effects of natural disasters and to strengthen local government capacities for disaster response and recovery.

With the declaration, the Provincial Government of Pangasinan is authorized to utilize calamity funds and implement emergency measures to address the needs of affected communities. It also enables faster coordination with concerned agencies for the mobilization of resources and intensified humanitarian operations.

Copies of the resolution will be furnished to President Marcos, Governor Guico, the PDRRMO, and other concerned agencies for their information and guidance. (Eva Visperas)
