Milpitas City honors Mayor Fernandez, delegation in proclamation

THE City of Milpitas, California, has conferred its highest commendation on Dagupan City Mayor Belen Fernandez in recognition of the enduring sister city partnership that has linked the two cities for the past 22 years.

The commendation, issued through a proclamation signed by Milpitas Mayor Carmen Montano on November 18, was formally presented to Mayor Fernandez upon her arrival on November 20. She is leading a Dagupan delegation that includes members of the Manlingkor ya Kalangweran (MYK), who are in Milpitas for a goodwill visit centered on cultural and student exchange activities.

Milpitas and Dagupan forged their Sister Cities partnership on April 15, 2003, through a Memorandum of Understanding that laid the foundation for long-term exchanges, adult and youth programs, and cross-cultural initiatives promoting peace, stability, and regional cooperation across the Asia Pacific.

The proclamation lauded how the partnership has provided opportunities for families, students, and professionals from both sides to learn from one another and share innovative ideas that deepen mutual understanding.

It also underscored how continuous cultural exchanges, civic interactions, and sustained dialogue have strengthened the bond between the two cities, transcending borders and reinforcing shared ideals of prosperity and cooperation.

The document further expressed appreciation for the warm welcome extended to Milpitas Vice Mayor Gary Barbadillo during his visit to Dagupan from April 26 to 30, 2025, coinciding with the Bangus Festival. His visit included participation in flag ceremonies, heritage tours, the Gilon-Gilon parade, and a Rotary Club dinner.

Every interaction, the proclamation noted, whether through official delegations, student programs, or community partnerships, affirms the spirit of unity and shared purpose that defines the relationship.

“These engagements not only deepen our understanding of each other’s cultures and traditions but also inspire future generations to uphold the legacy of friendship and collaboration,” it stated.

Milpitas reaffirmed its commitment to the principles of the MOU and vowed to continue nurturing the meaningful partnership in the years to come. (Leonardo Micua)
