Dagupan SP declares State of Calamity

THE Sangguniang Panlungsod (SP) of Dagupan City, in a special Zoom session held on November 10, passed a resolution declaring a State of Calamity in the city due to the severe impacts and imminent threats posed by Super Typhoon Uwan (international name: Fung-Wong). The measure authorizes the implementation of urgent relief, recovery, and rehabilitation actions.

Presided over by Acting Vice Mayor Michael Fernandez, the session—attended by nine councilors—approved Resolution No. 8469-2025, just hours before the powerful typhoon’s full impact was felt in Dagupan and the rest of Pangasinan.

At the time of the declaration, the city government, through the City Disaster Risk Reduction and Management Council (CDRRMC), had already ordered preemptive and forced evacuations, suspended work and classes, and mobilized rescue and response units to prevent loss of lives. The move reflected the extraordinary disruption of normal conditions and the imminent risk to human safety and property.

The resolution, authored by Councilors Jose Netu Tamayo, Luis Samson Jr., Karlos Reyna, and Jeslito Seen, authorizes the immediate release and use of the Local Disaster Risk Reduction and Management Fund (LDRRMF) and the Quick Response Fund (QRF), subject to existing accounting and auditing rules, to ensure swift delivery of emergency services and restoration of essential utilities such as power, water, and health facilities.

The measure was seconded by Councilors Danielle Francine Canto, Jalice Cayabyab, Marcelino Fernandez, and Bradley Benevides.

Under the declaration, the City Engineering Office, City Health Office, City Social Welfare and Development Office, CDRRMO, and all concerned barangay officials were directed to conduct Rapid Damage Assessment and Needs Analysis (RDANA) and to submit periodic situation reports to the SP.

The state of calamity shall remain in effect until lifted by the Sangguniang Panlungsod upon the recommendation of the CDRRMC, once conditions normalize and rehabilitation efforts are deemed sufficient. (Leonardo Micua)
