Dagupan market stallholders get 10-day rent holiday
THE Dagupan Sangguniang Panlungsod (SP) approved a 10-day rent holiday for stallholders and tenants of the Malimgas Public Market and the new Galvan Market covering the period July 21 to 31, 2025 in consideration of their loss from the widespread flood spawned by Typhoon Crising, days of monsoon rains, and compounded by daily high tide.
Known as the Dagupan Public Market Rent Holiday Ordinance of 2025, authored by Councilors Jeslito Seen and Michael Fernandez, was passed consistent with the declaration of Dagupan City under a state of calamity on July 23.
Vendors in both markets were forced to close their establishments during the flood as the entire downtown area, including the market and the city hall, had become inaccessible.
The ordinance provides that no rental fees, stall charges, or related collections shall be imposed by the Dagupan City government for those 10 days.
Further, no penalties or surcharges shall accrue for non-payment of stall rentals during the covered rent holiday period.
According to Seen, the rent holiday shall apply only to vendors who are officially listed as stallholders or tenants as of July 21, 2025; are occupying their stalls and actively operating before the declared state of calamity, and have no standing violations or pending administrative cases related to market operations.
The ordinance directed the City Treasurer to identify and list down the eligible beneficiaries, ensure proper documentation and enforcement of the rent holiday, and submit a compliance report to the SP within 30 days after effectivity. (Leonardo Micua)
