Dagupan SP majority OK’s new allowances

DAGUPAN’S seven majority councilors, who all but one will be stepping down by June 30 after losing in the May 12 midterm elections, passed five ordinances last week that will increase the city’s annual expenses with new allowances for both local and national government agencies.
With Councilor Alfie Fernandez, who just returned from a trip to the United States, as acting presiding officer, the majority councilors approved the following:
- Draft Ordinance No. 0-854 – “Increasing the monthly allowance of barangay garbage collectors serving the city in the amount of P5,000”;
- Draft Ordinance No. 0-869 – “Institutionalizing the barangay waste manager and waste workforce in the city of Dagupan in compliance with Republic Act 9003 and City Ordinance No. 1929-2003;
- Draft Ordinance No. 0-916 – “Adopting the Dagupan City’s Athletes, Coaches and Trainers Ordinance, providing them benefits and privileges and appropriating funds therefor and for other purposes”;
- Draft Ordinance No. 0-917 – “Providing monthly allowance in the amount of P1,500 to all clerks of courts assigned or stationed in the city of Dagupan, appropriating funds therefor, and for other purposes; and
- Draft Ordinance No. 0-918 – “Providing annual medical allowance in the amount of P7,000 each to all qualified employees, elective or appointive, permanent or temporary, job order and technical consultants deployed by the city government of Dagupan, appropriating funds therefor and for their purposes.”
One resolution was also passed recommending the adoption of solar energy in all government offices, public schools, and places, and the purchase of air-conditioning units for all newly constructed public schools in Dagupan.
The six other councilors in attendance were Librada Reyna, Alvin Coquia, Marilou Fernandez, Celia Lim, Redford Erfe-Mejia and Irene Lim-Acosta.
Only Reyna, the majority floor leader of the present SP, will be joining the next council that will be composed mostly of allies of reelected Mayor Belen Fernandez.
Still on special privilege leave, construed as a boycott on the seven majority councilors wanting to pass their ordinances to negatively impact the budget of the Belen Fernandez administration, are Vice Mayor and SP presiding officer Bryan Kua, and Councilors Michael Fernandez, Jeslito Seen, Dennis Canto, Marcelino Fernandez and Bradley Benavides.
The public awaits whether the mayor will veto the council-approved ordinances, which can then be refiled and reassessed in the next council. (Leonardo Micua)
