DAGUPAN was recognized by the European Union (EU) as having the Best Justice Zone in the Philippines for 2025 for its outstanding contribution to ensuring swift and equitable access to justice in the country.

The award, conferred by the EU Governance in Justice Program II,  was presented to Mayor Belen Fernandez and other city officials by judges of the Regional Trial Court led by Judge Mervin Samadan, convenor of the Dagupan City Justice Zone during a program following last Monday’s flag-raising ceremony.

Among the presenters was City Prosecutor Victoria Cabrera.

Samadan said the award was handed to Dagupan through him when he attended a justice zone meeting in Manila the previous week.

Established in March 2024 in a program attended by Supreme Court Chief Justice Alexander Gesmundo at the CSI Stadia, the Dagupan Justice Zone is part of the mutual efforts of the Dagupan local government and the national government through the Justice Sector Coordinating Council (JSCC) to promote a coordinated approach to the policy making, planning and operations of legal institutions for the effective and efficient administration of justice.
