Urdaneta is now 1st class city

1ST AND ONLY ONE IN PANGASINAN

URDANETA City has been upgraded to a first class city, the first only one in Pangasinan, and one of two in Region 1 along with Candon City in Ilocos Sur, based on the latest reclassification by the Department of Finance as provided for in its Department Order No. 07 4-2024.

A first-class city in the Philippines, per Republic Act 11964 or the Automatic Income Classification of Local Government Units signed in October 2023, should have an average annual income of P1.3 billion. The old classification set the income base level at only P400 million.

For other Pangasinan cities, Dagupan remains in second class while San Carlos jumps from third to second class, and Alaminos advances from fourth to third.

In other provinces in the region, Laoag City remains in third class while Batac City jumps from fifth to third class, both in Ilocos Norte.
