Dagupan finally joins Alaminos, Sn Fdo, LU in Tri-City Ferry

AFTER A LONG WAIT

DAGUPAN City, with its Sangguniang Panlungsod (SP) under a new majority, finally passed two resolutions that will pave the way for the Tri-City Ferry System (TCFS), a water transport service at the Lingayen Gulf that will link the cities of Dagupan, Alaminos and San Fernando.

The local governments of Alaminos and San Fernando have earlier passed their respective resolutions for the project, which will provide an alternative public transportation and help decongest roads.

It is seen to boost tourism and economic activities for the cities as well as the Ilocos Region as a whole, revitalize coastal communities, and contribute to the environment and urban renewal.

Passed on motion of Councilor Michael Fernandez, Draft Resolution No. 6286 endorses the TCFS project for public-private partnership. Another resolution covers the request for the Department of Transportation to stand as the project’s implementing agency.

With Resolution No. 6286, the three cities, with the assistance of the Public Private Partnership (PPP) Center, can now enter into a Technical Assistance Agreement with the Cities Development Initiative for Asia for the project preparation study to determine the viability of the project.

Officials of the PPP center participated in a regular session of the Dagupan SP via Zoom late last year to lengthily explain the project in their bid to seek the passage of the two needed resolutions, but the then seven-man old majority boycotted the session.
