Two more ordinances plagiarized by SP majority

TWO more ordinances filed by the minority bloc in the Dagupan Sangguniang Panlungsod (SP) five months ago were, in fact, copied and refiled by the seven majority councilors to take credit for the initiatives.

Councilor and Minority Floor Leader Michael Fernandez said the latest plagiarized proposals were Draft Ordinance No. 0-884, establishing ‘Peer Support Groups’ for Mental Health Promotion and Providing Funds Therefor; and Draft Ordinance No. 0-877, establishing the National Immunization Program (NIP) Through the Reaching Every Purok (REP) Strategy, and Allocating Funds and Other Related Purposes.

Fernandez again called on majority bloc Councilors Librada Reyna, Redford Erfe-Mejia, Alfie Fernandez, Alvin Coquia, Celia Lim, Marilou Fernandez and Irene Lim-Acosta to stop claiming authorship of resolutions that they didn’t do.

Fernandez said Draft Ordinance 0-884 is the same as Draft Ordinance No, 0-873 authored by the minority bloc, while Draft Ordinance O-877 is similar to the minority’s Draft Ordinance No. 0-860.

Reyna-Macalanda, the majority floor leader, defended their tact saying that ordinances on local initiatives are structured and cascaded by national agencies to ensure uniformity and effectiveness, and these are not the property of a single individual or group but are owned by the public to serve them.

On the charge of plagiarism, Reyna simply replied- “What is important is to get the ordinances passed.” (Leonardo Micua)
