Mandatory reflective vests, shirts for riders, tricycles
STRICT IMPLEMENTATION AUGUST 1
DRIVERS and riders of two- and three-wheeled vehicles — including motorcycles, tricycles, bicycles, pedicabs, e-bikes, and e-trikes — are now required to wear high visibility reflective vests or luminous shirts as the province of Pangasinan starts strictly enforcing the rule on August 1.
According to Police Captain Renan dela Cruz, spokesperson for the Pangasinan police, Provincial Ordinance No. 325-2024, approved by the Sanggunian Panlalawigan, has been in effect since July 23 with mandatory compliance starting this month.
The ordinance’s immediate implementation has been publicized in municipalities and barangays, ensuring the public is informed, said Dela Cruz in an interview over Aksyon Radyo Pangasinan.
Section 7 of the ordinance states that the Philippine National Police (PNP), local government units (LGUs), barangay officials, and road traffic officers are responsible for its enforcement.
Dela Cruz clarified that for humanitarian reasons, there will be a three-week period of public dissemination through newspapers, radio, television, and social media before penalties are enforced.
Once full enforcement begins, violators will receive a warning for the first offense, a ₱1,000 fine for the second offense, ₱2,000 fine for the third offense, and a ₱5,000 fine and up to one year of imprisonment for the fourth offense, at the court’s discretion.
The PNP will monitor violators through issued municipal Traffic Citation Tickets, with consolidation at the provincial level.
Currently, the PNP is conducting extensive information dissemination to the public since receiving the copy of the ordinance on July 23.
Dela Cruz emphasized that the goal is to reduce vehicular traffic accidents involving motorcycles and ensure the safety of all road users in Pangasinan.
“Makakatulong ang mga kasuotan na ito na ma-minimize ang mga aksidente natin sa lalawigan,” he said.
From January 1 to June 30 this year, the Pangasinan PNP recorded 853 road accidents, resulting in 387 physical injuries, 108 deaths, and 358 instances of property damage. (Ahikam Pasion)
