Opposition continues to block 3 vital ordinances, 5 resolutions

THE passage of three draft ordinances and five draft resolutions long submitted by the Office of Mayor Belen Fernandez to help improve quality of life in Dagupan City remain blocked by the opposition in the Dagupan Sangguniang Panlungsod.

This was highlighted City Legal Officer Aurora Valle ‘s May 20, 2024 letter to the SP, seeking an update on the status of draft ordinances and resolutions unacted for the past 4 months.

Foremost is No. 0-862 for the approval of the 2023-2028 Comprehensive Development Plan and Local Development Investment Program of the City of Dagupan.” It was referred on April 23, 2024 to the committees on finance, budget and appropriations, and committee on laws, ordinances (chaired by Councilor Redford Erfe-Mejia) and committee on judiciary (chaired by Councilor Alfie Fernandez) and nothing has been heard from the two committees.

Draft Ordinance No. 0-856 that authorizes the City Health Office to implement the “PhilHealth Covid-19 Benefit Package amounting to P22,499.00) per patient” remains pending.

Approval of Draft Ordinance No. 0-860 for the implementation of the National Immunization Program applying the  ‘Every Purok‘ strategy in Dagupan was also withheld.

Among the draft resolutions tabled by the committee (chaired by Councilor Marilou Fernandez) is a resolution authorizing Mayor Fernandez to sign a memorandum with the Department of Health-Center for Health Development 1 for the construction and establishment of the Maternal and Child Care Hospital.

After its referral on March 26, 2024 to the committees on Social Welfare Services Women, Children, Family Relation and Gender Development (chaired by Councilor Librada Macalanda) and laws ordinances and judiciary (chaired by Councilor Alfie Fernandez) is Draft Resolution No. R-6374, no further action was recommended.

Another shelved resolution is the authorization of Mayor Fernandez to sign an agreement with the Department of Social Welfare and Development, for the implementation of “Various Strategies, Programs, Projects and Activities otherwise known as PPAs to address the needs of the poor which includes the sustainable livelihood program (SLP)”.

Three other draft resolutions sponsored by the minority bloc virtually rejected by the seven majority councilors in the committee levels are:

  1. Draft Resolution No. R-6375 authorizing Mayor Fernandez to sign an agreement with the Department of Social Welfare and Development Field Office 1, for the implementation of the DSWD Social Pension Program to improve the condition of Indigent Senior Citizens.”
  2. Draft Resolution No. R-6382 authorizing Mayor Fernandez to sign terms of partnership with DOH-CHD 1 for the management and implementation of the 2023-2025 Local Investment Plan for Health (LIPH) through the city’s 2024 Annual Operational Plan AOP.
  3. 3, Draft Resolution No. R-6383 authorizing Mayor Fernandez to sign an agreement with DOH-CHD 1 for the transfer of funds of the 2024 health emergency allowance of qualified healthcare workers and non-health care workers of the City Health Office of Dagupan. (Leonardo Micua)
