Dagupan SP finally OKs 2024 annual AIP

THE majority and minority in the Sangguniang Panlungsod finally joined hands for the first time since 2022 to approve funding for the P2,018,655,400 Annual Investment Program (AIP) of Dagupan and its accompanying integral plans for Calendar Year 2024.

On motion of Councilor Redford Erfe-Mejia, chair of the committee on finance, budget and appropriations and all his colleagues in the majority, Resolution No. 8129-2024 was unanimously seconded by all minority members led by Councilor Michael Fernandez.

Approval of the 2024 AIP was made when Vice Mayor Bryan Kua assumed as acting Mayor and Councilor Librada Reyna-Macalanda took over as acting Vice Mayor and presiding officer of the SP.

Mayor Belen Fernandez was on official travel to Bangkok, Thailand from February 18 to 24, 2024.

The approval came after six weekly committee hearings by the finance, budget and appropriations committee attended by invited department heads.

Recall that the 2024 AIP, along with the proposed 2024 Annual Budget of P1,385,000,000.00 were jointly submitted to the SP by the office of Mayor Belen Fernandez on October 10, 2023.

The AIP is the annual slice of the Local Development Investment Plan constituting total resources requirements for all programs, projects and activities consisting of the annual capital expenditure and regular operating requirements.

Funding for the implementation of the AIP is sourced from the City Government through its Annual Budget and Trust Fund, the National Government and other available sources, including the participation of the private sector through private funding operations.

The AIP finances the full implementation of various programs, projects and activities across different sectors, namely: General Public Services Sector, P386.9-M, Social Services Sector, P255.3-M and Other Services Sector, P191.8-M

Among the plans to be funded 20% Development Fund, City Disaster Risk Reduction and Management  Plan, Local Climate Change Action Plan,; Combat AIDS Action Plan, Anti-Drug-Abuse Council Plan, Senior Citizens  Plan; Local Development and Investment Plan for Children, Culture and Arts Program,; and Local Youth Development Plan.

Meanwhile, committee hearings on the 2024 Annual City Budget in the amount of P1,385,000, 000 continues with Mayor Fernandez slated to appear as a resource speaker on February 27.  (Leonardo Micua)
