THE groundbreaking ceremony and the laying of a time capsule last November 8 signaled the start of the construction of a reflecting pool and interactive fountain at the Pangasinan Capitol Complex.

Governor Ramon Guico III, in his statement during the ceremony, said the capitol beautification project, with budget pegged at P100 million is intended to “create the Capitol landscape into something more culturally enjoyable, iconically inspiring, intellectually engaging and historically nostalgic.”

Governor Guico thanked Senators Alan Peter and Pia Cayetano for their “crucial role in making the major project possible and for being instrumental in the actualization of the P75-million expansion of the Eastern Pangasinan District Hospital.

The groundbreaking ceremony was attended by Vice Governor Mark Lambino, Sangguniang Panlalawigan Members, and officials from the Department of Public Works and Highways Regional Office 1.

Guico also shared that the Cayetano senators trace back their Pangasinan roots, with their father, the late Senator Rene Cayetano being born in San Carlos City.

The governor hopes that the community park center, once completed, will not only serve as a development hub attracting investors and instilling pride but “preserves historical value, offers an unobstructed view of the Provincial Capitol Building, and enhance Pangasinan’s crown jewel… featuring an illuminated gentle stream symbolizing continuity and consistency, inspired by the natural features of Pangasinan’s Lingayen Gulf and salt beds.”

Vice Governor Lambino on his part, highlighted the groundbreaking ceremony as the “beginning of positive changes envisioned by the present administration for Pangasinan while grateful for the support of Senators Alan Peter and Pia Cayetano.”

The interactive fountain, part of the project, generates a playful mix of sound, light, and water, inviting people to celebrate local culture and heritage. (Eva Visperas)
