ALL 24 department heads of the Dagupan City government signed a manifesto dated August 22, 2023 addressed to the Sangguniang Panlungsod seeking the implementation  and release of their 2023 salary increase as provided for in the Salary Standardization Law, for which funds were allocated in the still unacted 2023 annual budget.

Reminding the city councilors that their salary increase is a statutory obligation, they begged the legislative body to “ approve our budget containing our increased salaries so that it could be put in effect retroactively.”

“We are worried because you seem not to care anymore for us who help in running this LGU. We are one family and over and above anyone, you should also care for our concern. Charity should start from your own home,” the two-page manifesto reads.

The same manifesto was also addressed to Mayor Been Fernandez and Vice Mayor Dean Bryan Kua, presiding officer of the SP.

Those who signed the manifesto were Roland Suni, Camilo Cayabyab, Irene Ferrer, Dave Paragas, Atty. Crisanto Estrada, Ryan Castañeda,  Jessa Joy Royupa, Marilyn Caguioa, Malen Bernadette Pilon, Jocelyn  Siapno, John Patrick Dizon, Rosario Catugas, Melykhen Bauzon, Josephine Corpuz,  Froilan Jover Fermill, Bernard Cabison, Cyril Cendana, Lana, Balolong, Arvin Decano, Daniel Garcia, Randolf Ubando, James Louell Fernandez and Ophelia Rivera.

The signatories said they know that increase of allowances of other agencies were implemented but, “we the regular employees (in Dagupan City) were left behind.”

They ended their manifesto with prayer that their salaries and allowances be increased and paid also in year 2024.

Last week, Julius Alcaide, administrative officer of the City Treasurer’s Office, was on video that went viral calling on officials of the city government, to close ranks and pass the annual budget.  (Leonardo Micua)
